We cant gurantee names of states/ UTs not because they change as per government decision but the announcement and actual change happens manytimes on different dates. Similarly, districts are divided into 2 or 3 new districts and therefore the villages in them also change.

So we have taken a decision that thought villages are shared in relevant district, they are also shared by name alphabetically which means 650000 village names alphabetically because we think village name hardly changes.
